New York regulators published "track two" of Reforming the Energy Vision (REV), New York's plan to bring the state electricity grid into the 21st century. E&E News today quotes AEE's Lisa Frantzis:

Observers yesterday were mostly still processing the document. Lisa Frantzis, senior vice president of Advanced Energy Economy, called the white paper "the next step in making the new energy vision in New York a reality."

"The straw proposal will focus discussion and comment on key elements necessary for implementation of REV, such as new revenue models for utilities, outcome-based incentives and metrics, and new rate designs that encourage the growth of distributed energy resources," Frantzis said. "We look forward to continued engagement with all stakeholders."
